The partnership aims to improve awareness and expand access to timely rabies prevention and animal bite treatment services nationwide.
On September 25, 2026, two champions in the fight against rabies came together to make care more accessible. ValuCare and Dr. Care signed an agreement that will expand access to animal bite treatment and rabies vaccination for more than 400,000 ValuCare members. Pictured from left are ValuCare’s Senior Vice President for Medical Operations, Mr. Richard Argarin; COO, Mr. Franz Araque; President & CEO, Dr. Elmer Palomata; Chairman, Mr. Moses Hee; and Dr. Care’s CEO, Dr. Mark B. Mendoza; and COO, Ms. Princess Karren Mendoza.
Got bitten or scratched by an animal? Maybe you got injured while playing too excitedly with your furbaby. Or maybe a cat or puppy on the streets lashed out in alarm, inadvertently injuring you when you tried to pet it or rescue it.
Whether the animal is an indoor pet or a stray animal, we strongly encourage you to exercise urgency, especially if the pet is still unvaccinated or you are unsure of the animal’s vaccination status.
Wash the wound immediately and thoroughly with soap and water for at least 15 minutes, then seek medical attention at the nearest health center or animal bite center. The doctor will prescribe rabies post-exposure prophylaxis, consisting of both rabies immune globulin and rabies vaccine, which should be administered within 24 hours of exposure.
We can’t emphasize the urgency enough. Rabies is 100% fatal once symptoms show, but it is preventable if addressed early. In the Philippines, rabies is responsible for 300-400 deaths each year on average, according to the Department of Health. Around 4 million cases of animal bites are recorded annually.
In humans, rabies symptoms, which include fever, headache, fatigue, tingling, or numbness at the bite site, may appear within weeks or months after exposure. As the virus spreads, it causes inflammation of the brain and spinal cord. Advanced symptoms may include difficulty swallowing and breathing, agitation, anxiety, confusion, hydrophobia (fear of water), aerophobia (fear of air), seizures, paralysis, and coma.
Public health reports suggest that rabies persists in the Philippines because of inadequate pet vaccination, a large stray animal population, limited awareness about rabies, delays in seeking treatment, and uneven access to animal bite treatment centers.
A leading HMO, Value Care Health Systems, Inc. (ValuCare), and a healthcare company that offers community-based medical services, Dr. Care Medical Group (Dr. Care), have joined forces to help address the last three challenges.
ValuCare seeks to expand the availability of quality medical services for its members by partnering with qualified healthcare providers.
Through Dr. Care’s flagship service, the Dr. Care Animal Bite Center, ValuCare’s more than 400,000 members will gain access to the country’s largest animal bite clinic network, with over 150 strategically located branches in key cities nationwide.
Dr. Care shall provide outpatient animal bite medical treatment services to ValuCare members, including wound cleaning, wound suturing, rabies immune globulin, rabies vaccine, rabies vaccine booster, tetanus toxoid, and anti-tetanus serum.
To access these services, ValuCare Members simply need to present a Letter of Authorization (LOA) and their membership card at a participating branch. Both are easily accessed via the ValuCare SuperApp, which members can download via the App Store and Google Play Store (search “VC Health,” download, and register using their policy number and birthdate).
Both ValuCare and Dr. Care are implementing information and education campaigns for their members, clients, and patients about responsible pet ownership, which includes vaccinating pets annually and teaching children safe behavior around animals, and immediate medical treatment and vaccination for any animal bites or scratches.
