Chairman / GROUP CEO

Moses Hee is the founder and Group CEO of MiCare, a leading third-party medical claims administrator in Asia with operations in Malaysia, Thailand, and the Philippines. With over 25 years of healthcare experience, he previously founded a medical software company acquired by Ezyhealth Asia Pacific in 2000. Under his leadership, MiCare has grown significantly and attracted key investors including Zuellig Pharma, IFC, and Mitsui. Moses holds a bachelor’s degree in business computing with merit from the Queensland University of Technology, Australia.

Treasurer

Kevin Hoh is a Chartered Accountant with over 15 years of experience, including five years with PricewaterhouseCoopers, a global Big 4 firm. He is currently the Group Chief Financial Officer of MiCare HealthTech Holdings. Kevin has worked with multinational and listed companies across complex group structures of over 300 entities. His expertise spans financial control, budgeting, taxation, M&A, finance transformation, and systems implementation—bringing both strong technical skills and a strategic commercial perspective.

Subroto Banerji has 16 years of experience in healthcare investments and capital raising, having closed transactions totaling over US$8 billion in the APAC region. As Head of M&A at Zuellig Pharma, he led strategic transactions, including the formation of the MiCare Joint Venture with Mitsui and IFC, and the acquisition of Alliance Pharma Cambodge (APC) in Cambodia. He holds an MBA from IIM Calcutta and a Bachelor of Technology from the Indian Institute of Technology Madras.

Board Member

Dr. Samuel D. Ang is a surgeon specializing in oncology. He graduated Magna Cum Laude from the University of Santo Tomas in 1975 and completed his General Surgery Residency at the Hospital of the University of Pennsylvania in 1982. Dr. Ang is currently the Chairman of the Department of Surgery and Medical Director at Chinese General Hospital and Medical Center, and Director Emeritus for the Cancer Institute at St. Luke’s Medical Center. He was the former Chairman of the Philippine Board of Surgery and is a member of various local and international medical societies, including the Surgical Oncology Society of the Philippines and Society of Surgical Oncology in Atlanta, USA.

Mr. Owen Y. Lee graduated cum laude with a Bachelor’s degree in Business Administration, majoring in Accounting, from the University of the East in 1968 and became a Certified Public Accountant in 1969. He completed an Advanced Management Program at the Banff School of Advanced Management, Canada. Owen began his career as a Junior Auditor at SGV & Co, later becoming an Auditor Partner at SGV Goh Tan & Co/Deloitte Haskins & Sells in 1982. He was also a member of Deloitte’s Audit Services Committee. After retiring from public accountancy, he now serves as a Financial Director and Consultant for several companies across various industries.

President and CEO

Dr. Elmer Palomata is a licensed physician with over 20 years of experience in the HMO industry. He has been with ValuCare since 2007, starting as a Section Head and rising through key leadership roles in medical services, claims administration, provider relations, member data administration, contract administration, and operations. In 2025, he was appointed President & CEO. Dr. Palomata combines clinical expertise with business acumen, leading strategic initiatives that enhance operational efficiency and member experience. His unique background positions him to bridge the gap between medical practice and health service delivery.
